Safe Harbor begins offering individual and group counseling to survivors of domestic violence, expanding its support in 2004 with the addition of the Children's Counseling Program to help children who have witnessed abuse in the home.

Safe Harbor launches its bilingual Court Advocacy Program to support petitioners seeking protective orders in Henrico County courts. That same year, Safe Harbor partnered with Hanover Safe Place and the YWCA to provide 24/7 hospital accompaniment for survivors, a collaboration that later became the St. Mary's Hospital Accompaniment Response Team (SMART).

Safe Harbor opens the first comprehensive residential program for female adult survivors of sex trafficking in Central Virginia.

Safe Harbor partners with the Sacred Heart Center in Richmond to provide counseling and support services in Spanish to immigrant survivors. That same year, the first Walk to End It, an event inspired by a client in Safe Harbor's sex trafficking program, was held to raise awareness and support. The annual walk raises over $70,000 for our human trafficking program.
